As we continue to enhance COBRA management in the Employee Navigator system, we have composed a list of common questions with the responses below to help troubleshoot issues.
Q: Do I have to connect to the COBRA EN-Exchange to use the COBRA enrollment tool?
A: No. The COBRA Enrollment tool and COBRA EN-Exchange operate independent of each other. You can use one or the other or both. If you are connected to the COBRA EN-Exchange, you still need to manage the COBRA enrollment tool manually. Integrated TPA's do not pass back to EN employees that have elected COBRA.
Q: How do I enroll an employee or dependent in COBRA?

Q: What is the best way to update the termination date or reason if it was entered incorrectly?
A: Use the termination editor tool.
Q: Is there a way to extend the Paid Through Date past (18) months?
A: Employee Navigator defaults most COBRA plans to be available for 18 months. In the event that a COBRA participant is eligible for coverage longer than 18 months, this coverage can be extended on the participant record. To extend the coverage offer you must first enroll the participant. Once the participant is enrolled then you will see a "modify" link next to the plan name. Select the "modify" link and record the appropriate extended Eligible End date. Save this change. Once the eligible end date has been extended you may then extend the coverage paid through date beyond the original 18 month offer.
Our system is designed to otherwise prevent a paid through date to be extended beyond the offers eligible end date.
Q: Are COBRA enrollments captured on any reports and/or wall notifications?
A. Please refer to the COBRA Summary report and the COBRA Details report underneath the Reports tab
Q: I have terminated an Employee but I do not see any benefits in the Manage COBRA tool?
A: This is likely due to the fact that the end reason that was used did not trigger COBRA. Please refer to "Events that trigger COBRA" in the following article: COBRA Enrollment Reporting - Including How to Enroll
If you have used a termination reason that did not trigger COBRA, you can use the Terminate Editor to "change" the end reason to one that will allow COBRA enrollment.
Q: This group just went through open enrollment and they have an employee on Cobra. How do I update his enrollment?

Q: If my group already has an EDI 834 feed setup, can we also connect to a COBRA EN-Exchange?
A: Yes, you can still connect to the COBRA EN-Exchange if your client has active EDI files. You will want to speak with the TPA to identify the services offered to handle the COBRA reinstatement and termination with the carriers. IF the vendor is responsible for notifying the carriers of COBRA reinstatement and terminations then you will need to ensure that the EXCLUDE COBRA feature is activated on the EDI 834 file.
