Although terminated employees do not have access to Employee Navigator once terminated in the system, an admin user is still able to manage their enrollments via our COBRA management tool.
Including COBRA in the Open Enrollment
When your groups are going through an active open enrollment, you can include your COBRA participants in the closeout process.
In the Open Enrollment, under the Company’s Benefits Tab, there are certain steps that need to be completed upon Closeout, particularly in the Ending Plans Tab. The Ending Plans tab tells the system what to do with the current plans that are about to end. The plans listed below are currently supported during the Open Enrollment Closeout process for COBRA participants. These include:
To include COBRA participants, in the Open Enrollment, click on the Ending Plans tab. You will select the action to be taken with each plan: passive enroll, passive decline, or end all elections. You will also be presented with an option to Include COBRA. Consider if the box should be selected. If selected, the closeout process will be the same for COBRA participants as it is for active participants.
- Passive Enroll- This will automatically roll over any COBRA employee into the renewal plan. It will also update their rates should there be a rate change.
- Passive Decline- This setting will End the COBRA participants’ enrollment by adding a coverage end date.
- End All Elections- This setting will End the COBRA participants’ enrollment by adding a coverage end date.
Updating COBRA Participants Plan Manually
If you are not able or forgot to include COBRA participants during OE, you have the ability to update manually.
On the COBRA dashboard, select "enrolled" to find which participants need to have COBRA updated.
If you need to change the plan, there will be a blue "Modify" link next to the benefit plan name. This link will allow you to change the plan to the one the participant elected during OE. If needed, you can also change the eligible start, eligible end, override effective date, coverage level and prior eligibility.
If the employee dropped coverage and did not elect to continue COBRA, you can end the employees coverage.
Adding a Plan at Open Enrollment
Qualified COBRA participants typically have the same rights as active employees at open enrollment. They can add a plan they did not have when they had the originating COBRA event.
Example: Employee was only enrolled in medical when they terminated employment so that was the only plan they could enroll at that time. However, at OE the employee is allowed to elect into other plans and they elect to add dental.
