This article addresses various scenarios that may be reported on carrier error reports related to COBRA enrollments and what steps to take for resolution.
Active COBRA Enrollment is no longer being transmitted:
Typically, after open enrollment there are COBRA enrollments that have not been touched. When the EDI file is configured for the new plan year, the old plan year is no longer transmitted to the carrier. The active COBRA employees need to be enrolled in the new plan through the COBRA tool (COBRA tool/Modify/Change Plan drop down). If the COBRA enrollment is not rolled, the member will "fall off the file" and needs to be added back on.
Ending COBRA enrollment for prior plan:
After active COBRA enrollment has been rolled to the new plan, there is a chance due to grace period timeframes on submitting COBRA premium notices, that COBRA enrollment may need to be ended prior to the new plan effective date. Carrier may report an error if COBRA start date (renewed plan effective date) is after the COBRA end date (actual COBRA end date). In this case, carrier cannot process the termination from the file due to the error. Contact carrier for manual processing of termination. Use the COBRA tool to change the COBRA plan to the old plan (COBRA tool, modify/change plan), which will drop the enrollment from the file.
