An Overview of our COBRA EN-Exchange
Tip: We do not discuss the Manage COBRA Tool within Employee Navigator in these articles. These articles are specific to the COBRA Data Feed that sends notice for Initial Rights and Qualifying Events.
Employee Navigator understands the complexity and importance of the COBRA law. We have succumbed to developing tools to support the notification facets of COBRA. Employee Navigator has all the plan, enrollment, and event data for customers who manage benefits, and we’ve put it to good use. When new enrollments, terminations, or life events take place, we log the event in our system. Through Employee Navigators EN-Exchange, connected COBRA vendors can receive notice of these events.
Employee Navigator’s COBRA EN-Exchange provides connected COBRA vendors with two XML files; An Initial Rights Notice file and a Qualifying Event File. The COBRA files are event based files meaning data only sends on the files when certain events are entered in the system and those events have a COBRA Qualified Plan enrollment tied to it. Employee Navigator has system logic that will trigger COBRA on the file when:
- For the Initial Rights File (also referred to as General Notice or DOL Notice): the employee newly enrolls in a COBRA Qualified Plan or newly enrolls a dependent in a COBRA Qualified Plan.
- For the Qualifying Event File: the employee or dependent has a COBRA Qualified Event such as termination of employment, reduction in hours, divorce, loss of dependent status, etc. AND the employee is enrolled and loses coverage in a COBRA Qualified Plan such as medical, dental, vision, etc.

Connecting a client to your vendor could not be easier. You still need to select and coordinate the implementation with the vendor and sign any necessary agreements the vendor may need but once that part is complete, connecting is simple.

Check for the connection status symbol on the Partners logo. A green symbol means the Partners EN-Exchange is Active. A yellow symbol means the Partners are in implementation.
You can contact the partner from their Marketplace page if you want additional information about them or need a quote. This is a good way to get in touch with someone from the vendor that knows about the Employee Navigator EN-Exchange.
